摘 要:自上世纪90年代以来,我国积极推进了公共服务的市场化,将部分公共服务以合同外包、特许经营和民营化等形式交付市场提供。但公共服务市场化却不意味着政府责任的弱化或者卸下,相反,随着公共服务推向市场,政府责任的内容发生了改变和转移。本文以广州市环卫行业市场化改革中政府责任履行状况为例,探讨了公共服务市场化中政府角色的定位,并分析在市场化中政府责任缺失及其原因,最后提出进一步强化公共服务市场化中政府责任的建议。Since the 1990s, our country takes the initiative to promote the marketization of public service in the forms of outsourcing, franchising privatization or more. However, the marketization of public service does not signify the respon- sibility of the government to be weakened or removed. And by contrast, as the development of marketization of public service, the contents of our government responsibility has changed. With researches on the market-oriented reform of environmental sanitation in Guangzhou City, for one thing this article has investigated what kind of role our government should play in the process of the marketization of public service, for another it has expounded how the government of Guangzhou has carried out its responsibility on the market-oriented reform of environmental sanitation. Meanwhile it has analyzed the reasons for absence of the government' s responsibility. In conclusion, it has made some suggestions to strengthen the duty of the government in the market-oriented reform.
