摘 要:2010年4月14日青海玉树发生了7.1级地震,该地震造成了重大人员伤亡和财产损失。为获取玉树州基层单位的应急响应情况资料,中国地震局组织了地震科学考察项目,项目组经过实地调研获取了大量资料。调研数据主要反映了本次地震应急存在备灾能力不足、应急期反应能力不强、防灾相关机构之间没有建立协作机制、社区(地区)的防灾能力不足、城市抗震能力弱等问题。总结玉树地震基层应急响应的宝贵经验,对加强政府应急管理建设具有重要的理论意义和实践价值。A great earthquake of Ms7. 1 struck Yushu County, Qinghai Province, April 14, 2010. Yushu suffered severe property damage and casualties during this earthquake. In order to collect response data of Yushu basic unit, a scientific survey project was conducted by China Earthquake Administration and a large amount of data were gathered. The collected data revealed that insufficient capacity of disaster preparedness, low emergency response ability, no collaboration mechanism among disaster prevention agencies, insufficient community disaster prevention ability and weak urban anti-seismic ability were the main problems that exposed. Summing up the experience of Yushu earthquake response, plays a great role in strengthening government earthquake response and management ability both in theoretical and practical aspects.
