摘　　要：通信网络是指挥信息系统的连接纽带和支撑网络。基于联合作战指挥保障和风险管理两大理论体系,以复杂性视野,研究指挥信息系统通信网络组织建立阶段风险管理,通过通信网络的结构参数、通信网络中的交互关系以及环境对通信网络的影响三大不确定性因素辨识风险,采取仿真模拟和探索性分析的方法评估风险产生的条件及其带来不确定性损失,并针对风险评估结论提出风险控制策略建议。Communication network is the link tache and back-up unit of command information system. This paper is based on the two theoretic systems of joint operation command support and risk management,to research the risk management of communication network in the foundation phase of command information system from the point view of complexity. It recognizes the risk by the following uncertain factors,such as subsystem structure and parameters of communication network,coupling action among communication network and exterior interference. Then the risk evaluation on the expenses and condition of the risky factors’existence is given through simulation and exploratory analysis. At last,it provides the risky control strategy on the base of the conclusion.
