摘　　要：在政府成为文化建设主要责任人和主体的背景下,政府和公共图书馆主要将集中于破解两个方面的难题,即基层图书馆和文化站建设以及区域性服务网络建设,最终达到普遍均等的公共图书馆服务体系构建目的。Under the background of the government to be the main responsibility and primary in cultural construction, the government and public libraries will mainly focus on two aspects of the problems. That is the construction of grassroots libraries and cultural centers as well as regional service network construction. Ultimately achieve universality and equality of service system of public library.
