摘  要:节水灌溉是解决沿海都市型农业缺水问题的民生水利工程。在对天津市农业节水设施的建设现状进行调查基础上,首先分析了节水灌溉设施供养成本发生趋势,指出在设施的工程设计阶段实施供养成本预先控制对于农业节水财务可持续性的重要意义。接着分析了沿海都市型节水灌溉需求的复杂性,提出工程设计创新是应对复杂性,预控设施供养成本的关键。进而分析并提出了影响设施供养成本预控的障碍因素及治理思路,包括克服创新激励障碍的工程设计合同治理,克服创新信息资源障碍的产学研合作渠道治理。最后分析了投融资模式所内生的建设模式对设计创新的影响过程,认为投融资模式一方面有助于解决建设资金缺口,另一方面却不同程度地影响了节水成本预控。Water-saving Irrigation is the livelihood project which could solve the problem of water shortage for the coastal urban agri culture. Based on the investigation of Tianjin agricultural water facilities construction situation, the paper firstly analyzed the occur rence trend of operational and maintenance cost for the water-saving facilities, then uncovered the importance of the pre-control mechanism for the financial sustainability of water-saving irrigation. Secondly, the complexity of the requirement of water-saving ir rigation for Coastal Urban Agriculture was analyzed. It was pointed out that the engineering design innovation was the key factor to face the complexity and pre-control mechanism for water-saving irrigation cost. Thirdly, the obstacle factors and the governance ap proaches which affected the cost pre-control were proposed. Finally, the endogenous impact of investment and financing model which affected the engineering design innovation was analyzed. It was proved that the selection of different investment and financing model could not only alleviate the shortage of funds, but also affect the pre-control of water-saving cost.
