摘 要:直流工程的建设对于实现我国资源优化配置和能源优化供给具有重大意义,针对直流工程建设周期长、投资大,投资效果持续时间长的特点,对其进行项目后评价已势在必行。本文从逻辑框架法的基本原理入手,结合直流工程后评价体系,把项目过程评价、项目经济评价、项目影响评价、项目技术评价和项目目标评价5个方面按照项目逻辑框架结构,从直流工程的投入、产出、直接目的3个层面出发,将各层次的目标进行分解,构建直流工程层次逻辑结构模型,并以直流工程为实例,对模型的可行性进行验证。The DC project construction is of great significance for the realization of optimal allocation of resources and energy optimization of supply. Because the characteristics of the DC project, building for a long time, huge investment, the effect lasting for a long time, it is necessary fbr making post evaluation for DC project. Combined with DC project evaluation system, starting from the basic principles of the LFA, the targets are decomposed three levels: DC project inputs, outputs, and immediate purpose, which from five aspects: the process evaluation, the economic evaluation, the impact evaluation, the technology evaluation, and the target evaluation. Then, we build the hierarchical logical structure model, and verify the feasibility of the model through DC project examples.
