成品粮应急代储系统运作机理与管理机制研究

摘　　要：成品粮应急代储系统的建设需要在透视其运作规律的基础上构建科学的管理机制。文章通过分析代储系统主体结构提出了涵盖预警、指挥调度、保障、信息和评估等子系统的代储系统架构,并从信息传导、组织协同、利益均衡、资源储备和制度约束等机理的角度剖析了其运作机理;基于此构建了包括动力机制、运行机制、协调机制和保障机制的管理机制。运作机理与管理机制的剖析可为地方政府持续改进成品粮应急代储系统提供理论基础和政策建议。The purpose of the study is to build scientific management mechanisms of the agent grain-reserve system in emergency from the perspective of its operation regulations. First, based on literature and research from Grain Bureau and other relevant units, the paper analyzes intersubjective structure of agent reserves system and its framework of early warning subsystems, command dispatching subsystem, support subsystem, information subsystem and evaluation subsystem. Next, from the perspective of system and general mechanisms, the paper explores the operation rules of the agent reserve system from the aspects of information conduc- tion, organization coordination, interests balance, resources reserves and institutional constraints. Finally, the management mecha- nisms are proposed which mainly include dynamic mechanism, operation mechanism, coordination mechanism and support mecha- nism according to the operation rules. The operation rules and management mechanisms may provide theoretical basis and policy suggestions for the Chinese local governments to continuously improve the agent grain-reserve system in emergency.
