摘　　要：本文考察了公众诉求与地方官员内在激励对地区环境治理的影响。基于2003～2011年的省级面板数据，以环境信访数、人大代表和政协委员提案建议数等信息构造公众诉求指数，我们分析了省长、省委书记个体特征所揭示的政治激励信息。研究发现：公众环保诉求将促使地方政府采取更多的环保举措，包括增加污染治理新增投资、颁布更多的环保法规等。由于省长、省委书记的内在激励机制存在差异，省长的任期和年龄对地区环境治理的影响并不显著；而任期越长、年龄越小的省委书记越倾向于颁布更多环保法规推进制度建设。进一步地，外地晋升（或调任）的省长比来自中央调任或本地晋升的省长更倾向于增加污染治理新增投资、颁布更多的环保法规。本文提供了官员激励影响地区环境治理的经验证据，为环境政策制定和落实提供了有益借鉴。This paper comprehensively tests the effect of provincial officials' characteristics and the public demands on local environment governance. Using the provincial data from 2003 to 2011,we calculate the public demands index based on Environmental letters and visits,National People's Congress( NPC) representatives and Chinese People's Political Consultative Committee( CPPCC) members' proposal and focus the political incentive information implied in the officials' characteristics. The results imply that public demands can effectively encourage local government to take more actions,including investing more on environmental governance and enacting more laws,to protect the environment. Due to difference in the incentive mechanism,there are significantly different effects between the governors and party secretaries. The governors' tenure and age have no significant effect on environmental governance,while the secretaries of longer tenure and younger age tend to enact more laws. Additionally,comparing with the governors from central government and local provinces,the governors from other provinces will invest more on environmental governance and enact more laws,while the secretaries' source has no significant effect on environmental governance. Our findings verify the effect of local officials' incentive on environmental governance and also provide useful suggestions to environmental policy implementation.
