县级公立医院改革政策探究-以重庆市某区为例

摘　　要：根据卫医管发〔2010〕20号文件精神，重庆市某区成为重庆市首批县级公立医院改革试点区后，一系列改革措施便迅速的被研究、制定、实施，使该区公立医院在医改政策的驱动下无论从医院管理层面和医疗服务层面都发生了一些变化。特别是从建立区医院管理中心，推进管办分开、政事分开、打破以药养医等方面获得一些改变，但也存在一些问题，本研究旨在探讨该区某公立医院在改革中存在的问题及建议。According to the No.20 Document published by Hospital Authority of Ministry of Health in 2010, one district of Chongqing has been one of the county-level public hospitals’reform pilot sites. Series of reform measures were promptly studied, formulated and implemented, which lead some changes on the management level and service level in these public hospitals. Especial y after the establishment of county hospital management center, obvious improvement can be seen in the separation government from institutions, and the separation management from operation, and the break of hospitals’reliance on drug sales, but there are also some problems existing. This paper is aimed to explore the possible existing problems and adaptive suggestions referring to these reform measures.
