论陕甘宁边区群众工作的基本经验

摘　　要：当年,中共在陕甘宁边区这个仅有二十余县的"小地方"干成了"大事业",其成功之道的关键一环是做好群众工作,并积累了许多宝贵的经验:创建和完善新型民主制度是前提,切实保障群众的物质福利是基础,采取有效的方法是途径,加强群众团体建设是重要保证,发挥英模人物的示范作用是激励机制。这些经验对于做好新形势下群众工作,密切党和人民群众的血肉联系,扩大党的执政基础,实现党的执政使命,巩固党的执政地位,实现中华民族复兴的"中国梦",具有重要的借鉴意义。That year, Chinese Communist Party did a ＂big business＂ in a ＂small place＂ of the Shaan -Gan - Ning Border Region where there are only 20 counties. A key to its success is a well - done work in the masses and the accumulation of valuable experiences ： establishment and improvement of the new democratic system is the premise ; a solid guarantee of the material welfare for the masses is the foundation ; adoption of an effective method is the approach; strengthening the construction of mass organizations is the important initiative; exer- ting an exemplary role model of the heroic figures is the incentive mechanism. These experiences have an im- portant reference significance to how to do the mass work well under the new situation; how to maintain the close ties between the Party and the popular masses; how to expand the reigning foundation of the Party; how to implement the governing mission of the Party ; how to consolidate the governing status of the Party and how to realize the ＂Chinese dream＂ of great national rejuvenation.
