摘  要:强化消费者社会责任,并不是说现今消费者权利已得到充分实现,也不是说已无保护必要。相反,在生态经济时代消费者权利的保护需要转向可持续消费保护。确立消费者的社会责任既是实现可持续消费的前提,也是真正实现消费者权利的出路。政府应完善传统的行政监管制度,积极建构新型的支援行政制度以及消费者教育制度,以确保消费者获得充分、全面的消费信息;否则让消费者承担社会责任,结果只会恶化对消费者权益的保护,并最终让消费者责任沦为政府不作为的借口和经营者逃避责任的挡箭牌。To advocate strengthening consumer social responsibility doesn't mean that today's consumer rights have been fully realized, or it no longer needs protection. Instead, the consumer rights require a shift to a sus- tainable consumption concept in the ecological economic times. Establishing the social responsibility of the consumer is undoubtedly the precondition of realizing the sustainable consumption, but also the way of achie- ring the consumer rights. However, successfully realizing consumer responsibility cannot be separated from government's scientific supervision and support. If the government does not actively construct a set of systems, including the traditional administrative supervision system, a new type of subsidiary administrative system and consumer education system, which ensure that consumers can get full and comprehensive consumption informa- tion, then the result of allowing consumers to undertake social responsibility is just worsening the protection of consumer rights and interests, and finally consumer responsibility will change into the government's excuse of escaping liability and the shields of operators.
