公民政治参与和公民文化建设探论  

A Study on Citizens' Political Participation and Civil Culture Construction

摘　　要：政治参与是伴随着公民社会的培育、公民文化的构建以及公民意识的养成而逐渐发展起来的,是衡量社会政治民主化和现代化的重要尺度。公民政治参与、网络政治参与对政府决策和公共政治生活产生了巨大的影响,并有力地推进了政治民主化。公民政治参与和网络政治参与的良性发展,有赖于公民文化建设。当前,要推进公民政治参与、网络政治参与以及公民文化建设,必须加强立法,从法律上为公民政治参与提供保障;重视制度和机制建设,构筑科学的公民政治参与制度与良性运转机制;推进技术创新,打造公民政治参与更便利和更安全的平台;培养高素质的网络人才队伍,引导公民合法有序地政治参与;提高党和政府执政能力和网上执政能力,促进国家治理能力现代化。Political participation has developed gradually along with the cultivation of civil society, the construction of civil culture, as well as the formation of civic consciousness. It serves as an important measure of political democratization and modernization of society. Citizens＇ direct and online political participation have had a great influence on the decision-making of the government and our public political life. Additionally, they have promoted political democratization strongly. Good development prospects of citizens＇direct and online political participation rely on the construction of civil culture. Currently, in the promoting of citizens＇ direct and online political participation and civil culture construction, legalization shall be strengthened to protect citizens＇political participation; the system and mechanism construction shall be focused on to form a rational civil political participation system and benign operating mechanism; technical innovation shall be advanced to develop a more convenient and secure platform for citizens＇ political participation; teams of qualified network talents shall be cultivated to lead citizens to participate political affairs lawfully and orderly; the governance capability as well as online ruling ability of the Party and the government shall be improved to modernize the governance ability of our nation.
