摘　　要：本文回顾了最近100多年来现代科学技术事业在中国发展的曲折历程,探讨了科技人才政策、科研项目管理问题和科技体制等问题对中国当代科技发展的作用。通过反思这一历史过程,我们得到了一些常识性却为人们所忽视的结论,希望对当前的科技工作有所裨益。This paper reviews the tortuous course of the development of modern science and technology in China, explores the effects of personnel policies, research management, science and technology system et al on it, draws some conclusions which are often ignored. We hope it would benefit the current science and technology work.
