宁波旧厂区改造的政策思考

摘　　要：旧厂区改造,是一个以城市化促进工业布局调整,同时以城市化促进工业结构优化的过程。宁波市经过"退二进三"和"腾笼换鸟"政策的实施,有了比较好的基础。文章认为在旧厂区改造中有六个方面的困局,政府制度供给非常重要。要解决好土地使用权益问题,建立淘汰产业的标准与程序,用相关政策鼓励企业改造升级,以遵循市场规律,规范政府行为,建立政府、企业、职工的利益共享机制,并考虑建立历史工业遗产保护制度。The reconstruction of old plant area is a process of promoting industrial layout adjustment and a process of industrial structure optimization. After adopting a series of measures , Ningbo has had a solid foundation. While, there are still some problems and difficulties. Therefore, this paper put forward that policies made by the government are a key factor to a successful reconstruction of old plant area.
