农村社会福利的演进路径与体系完善——基于社会福利供给渠道的视角

摘　　要：农村社会福利的形成建立在农村经济发展水平、农村社会结构、农村文化价值理念等综合因素之上。伴随着农村社会的变迁,农村社会福利也发生变化。文章从国家、社区、家庭等社会福利供给的三个渠道分析了农村社会福利的演进路径,指出当前农村社会福利供给渠道所面临的问题,提出通过强调政府责任、完善社会渠道、强化家庭责任来实现农村社会福利体系的完善。The form of rural social welfare is attributed to various factors such as the level of the level of rural economic devclopment, rural social structure, and rural cultural values. Rural social welfare has changed with the development of rural society. This paper analyses the developmental path of rural social welfare from three supply channels, government, community, the level of rural economic development, rural social structure, and rural cultural values and family, pointing out the present problems confronted by rural social welfare, and puts forward measures for achieving the systemic development of rual social welfare through over stressing governmental responsibility, improving social channels and strengthening family responsibility
