摘　　要：国外高校强制性开放获取政策的实施为开放获取的发展注入了强大动力。在调研国外十几所一流高校实施强制性开放获取政策情况的基础上,分析政策内容,总结其强制性开放获取的特点,最后对国内高校实施强制性开放获取政策提出建议。The mandatory open access policies in foreign universities give a big push to the development of open access. This paper investigates the implementations of mandatory open access policies in a dozen leading foreign universities, analyses the policies content, and sums up features of the policies. Finally, the paper proposes some suggestions for the implementation of the mandatory open access policy in domestic universities.
