高校图书馆外文期刊招标采购模式评析——基于39所“985”高校图书馆的调查

摘　　要：对39所"985"工程高校图书馆的外刊采购模式进行调查后发现,目前招标采购逐渐成为外刊采购的主流模式。招标模式使得图书馆、高校管理部门和供应商各方都能享受市场竞争带来的好处,但应用到外文期刊采购时也表现出一些局限性。对此,一方面要在招标频率、标段划分方式、评标方法等方面科学设置招标细则,避免不规范招标带来的缺陷;另一方面还应正确处理招标采购和自主谈判采购的关系,力图创造更优采购模式。An investigation on 39 ＂Project 985＂ university libraries shows that bidding was gradually be- coming the main model of purchasing foreign periodicals in university libraries. Bidding mode allows librar- ies, university administrations and suppliers to enjoy the benefits of market competition. However, the bidding mode had some limitations when applied to the foreign periodicals purchasing. Taking the advanta- ges and limitations of bidding model into account, on the one hand, libraries should scientifically set up the frequency, the way of dividing tender sections, evaluation methods and so on in order to avoid defects caused by irregular tenders; on the other hand, they should correctly handle relationships between purcha- sing by bidding and purchasing by negotiation in order to create a better purchasing model.
