云南民族自治县县域经济发展失衡评价研究

摘　　要：云南民族自治县主要经济指标低于全省平均水平,各民族自治县之间的经济发展存在很大的不平衡性,发展失衡容易引发地区性社会风险。基于县域经济均衡发展为目标,从经济规模、经济结构、社会民生和资源支持四个方面构建云南民族自治县县域经济发展失衡评价体系,主要包括发展失衡评价指标和评价方法。对云南民族自治县县域经济发展失衡进行实证分析。分析结果表明:各民族自治县都存在失衡现象,并且绝大多数自治县已处于较严重的失衡状态。为使云南民族自治县县域经济均衡和可持续发展,提出相应地对策以降低失衡效应。Main economic indicators are lower than the provincial average in Yunnan minority ethnic autonomous counties, economy development exists imbalance between each county, and development imbalance easily leads to regional social risks. Base on the goal of the balanced development of the county economy, we build county economy development imbalance evaluation system of Yunnan minority ethnic autonomous counties, from the four aspects of economic size, economic structure, social livelihood and resources support, which includes evaluation indicators and evaluation methods of development imbalance. We conduct empirical analysis for county economy development imbalance in Yunnan minority ethnic autonomous counties. The results show that there are imbalances in minority ethnic autonomous counties, and the vast majority of autonomous counties are in a very serious imbalance. Therefore, in order to make county economy balanced and sustainable development in Yunnan minority ethnic autonomous counties, we present corresponding countermeasures to lower the development imbalance effect.
