摘　　要：秦岭北麓(西安段)是秦岭山脉的北坡山脚,由于和西安联系紧密,生态环境相对脆弱,人工干扰痕迹明显,在学术研究上具有典型的地域特点和区域特殊性。文章剖析了秦岭北麓生态环境的现状问题,从系统论角度指出其整体效益下降、层次不足、开放性不足的问题,然后,从整体规划统筹缺失、环境保护缺失、规划建设的法规笼统化三个方面讨论秦岭北麓生态环境现实问题的成因。最后,指出秦岭北麓生态环境应走适应性保护及利用之路,并尝试构建其适应性保护和利用的规划体系,以期对秦岭北麓生态环境高效保护利用有所裨益。The Northern Foot of Qinling Mountains is the foot of Qinling Mountains＇ northern slope, and is closely with Xi＇an. So, it＇s the ecological environment of which is relatively fragile, and has obvious signs of artificial interference. It has typical local characteristics and regional particularity in academic research. The paper analyzes the status problems of ecological environment in the Northern Foot of Qinling Mountains. From system theory of view, the paper points out the problems that are its overall effectiveness decline, lack of hierarchy, insufficient open. Then, the paper discusses the causes of its practical issues from three aspects that are the lack of overall planning, the short of environmental protection, and theindistinct of regulations of planning and construction. Finally, the paper pointes the way of the ecological environment of the Northern Foot of Qinling Mountains should be adaptive protection and utilization, and try to build the planning system from the adaptive protection and utilization. That is hope to discuss how efficiently protect and utilize the ecological environmentof the Northern Foot of Qinling Mountains.
