摘 要:当前,我国在党政领导干部的选拔任用以及考核等方面普遍运用了民主测评手段。然而,在总体思路以及具体的操作实施层面,民主测评仍然存在很多需要改进和完善之处:重形式,轻科学;重模式,轻实用;重评价,轻开发。优化和改进领导干部民主测评的主要建议包括:正确理解民主测评基本原理,科学运用民主测评,不简单地搞以票取人;不过分追求民主测评模式上的统一和形式上的完美,提高民主测评的实用性和针对性;强化民主测评的开发功能,弱化其评价功能;从技术层面优化民主测评工具的设计和使用,提高测评结果的真实性和可靠性。At present, democratic appraisal is commonly used in the selection, appointment and evaluation of leading Party and government cadres in China. However, in terms of the general thinking about it and its implementation, democratic appraisal still has many problems awaited to be addressed or improved. To be specific, it places emphasis on form and needs to be scientific; it places emphasis on mode, and ignores practicality; and it places emphasis on evaluation, and ignores development. The main recommendations about optimizing the democratic appraisal of leading cadres include: correctly understanding the basic principle of democratic appraisal and scientifically using it without simply selecting people by the number of votes; not pursuing unified democratic evaluation models or perfect ways of evaluation; making it more pragmatic and targeted; strengthening its development function and downplaying its evaluation function; and optimizing design and use of democratic appraisal tools technologically; in order to improve the authenticity and reliability of the evaluation results.
