我国沿海产业转向东盟的隐忧及对策

摘　　要：推进沿海产业向中西部地区有序转移已成为我国重要的国家发展战略。与我国中西部相比,东盟国家在地理区位、劳动力成本、进出口关税、投资政策等方面具有优势,导致出现我国沿海地区产业加速向东盟转移的现象。沿海产业大规模向东盟转移会对我国中西部地区承接产业转移产生冲击,影响到中西部地区剩余劳动力转移就业、参与国际分工和地区产业升级,进而影响到我国"先沿海后内地",再"沿海带动内地"的梯度发展战略的顺利推进,应引起高度重视。我国应从完善交通基础设施、创新产业承接模式、发挥大国优势、深化体制机制改革等方面采取措施,积极引导沿海产业向中西部地区有序转移。Promoting the orderly transfer of coastal industries to the central and western regions has become China＇s important national development strategy Compared with the central and western regions of China, the ASEAN countries have advantages in geographic location, labor costs, import and export tariffs, and investment policy, which caused industries in Chinese coastal areas to quickly relocate to ASEAN countrie＆ This will have an effect on the transfer of industries to the central and western parts of China, influence them in terms of transferring surplus labor force, participating in international division of labor, and upgrading industries, and further influence the smooth implementation of China＇s tiered development strategy of ＂first developing the costal areas＂ and then ＂letting the costal areas help the inland develop＂, which should merit high attention. China should take measures such as improving the transportation infrastructure, innovating the mode of transfer of industries, taking advantage of China＇s role as a large country, and deepening reform of the systems and mechanisms, and actively guide the orderly transfer of coastal industries to the central and western regions.
