摘　　要：海洋功能区划是海域管理的三项基本制度之一,具有强制执行的法律效力。依据《全国海洋功能区划（2011～2020年）》的总体目标,以及对渤海湾海域功能定位,结合天津海域特点与管理需求,天津市新一轮的海洋功能区划修编将海洋环境保护与控制、海水养殖用海保有量、围填海开发规模控制、海域空间后备量、海域海岸带整治修复等方面的量化控制性目标的确定,作为研究编制和实施考核的重点。本论文在秉承全国海洋功能区划总体目标和要求的基础上,归纳天津区划指标确定的基本思路,研究确定天津市海洋功能区划控制性指标,力求谋取现实利益与长远利益的协调统一,从而为天津市未来十年的海域管理工作确定目标和方向。Marine functional zoning which has legal effect on compulsory enforcement is one of the three basic sea area management systems. According to the overall objective of ＂ the national marine function zoning（2011- 2020） ＂,the functional orientation on the Bohai Bay and the demand on management of Tianjin sea area,the confirmation of quantitative control objectives determined by five indicators including the marine environmental protection and control,the mariculture ownership,reclamation scale,the ocean space reserve amount and the coastal zone regulation and repair is becoming the focus on preparation and implementation for the new round revision of Tianjin marine function zoning. Basing on the aim and need of the national marine function zoning,this article seeks for the harmonization between the long- term benefits and realistic interests through analyzing specific Tianjin marine functionzoning issues. It also delivers controlling index on Tianjin marine function zoning in order to set a goal and direction for Tianjin sea area management in next decade.
