建国初期云南省实施鸦片禁种的措施及成效——基于档案资料的考察

摘　　要：云南因其特殊的地理位置、气候环境及历史原因,历来是毒品泛滥尤其是鸦片种植的大省。在建国初期的禁毒运动中,云南根据中央政府和本省政府的相关禁毒法律法规,采取鸦片下种前的宣传预防与查铲、发展替代经济等措施,努力实现鸦片的禁种,取得良好效果。通过档案资料对其进行梳理和考察,既可从一个侧面佐证建国初期禁毒运动的具体内容,也可为当前云南省的禁毒工作提供一些有益启示。Because of its special geographical location,climatic conditions,and historical reasons,Yunnan has always been a large province of drug proliferation,especially opium planting. In the anti-drug campaign in early days of new China,the Yunnan provincial government achieved good results in banning opium-planting in light of relevant drug-banning laws and regulations of the Central Government and the provincial government,through such measures as propaganda prevention and investigation before the shovel of opium planting,development of alternative economy,etc. Through detailed study of archives,the paper gives supports from one side to the specific content of the anti-drug campaign in the early days of PRC,and provides some useful insights for the current anti-drug work in Yunnan Province.
