摘　　要：社会的和谐,源于社区的和谐;社区的和谐,凝聚于文化的和谐。全面建成小康社会,实现中华民族伟大复兴,必须推动社会主义文化大发展大繁荣。社区文化,作为一种亚文化,是小社会的大文化,内容多姿多彩,表现形式由浅入深,功能远大高深,政府在社区文化建设中应充当规划者、指导者、协调者、开发者、投资者、倡导者、服务者、宣传员、监管者、文化市场的培育者、核心价值观的构建者等多种角色;政府还应进一步系统开展好社区文化资源调查;深入做好社区文化体制改革;激发社区社会组织活力;加大社区工作人员培养力度等。Social harmony originates from community harmony; commun ity harmony comes from cultural harmony. To realize the great rejuvenation of the Chinese nation, we must promote the great development of prosperity of socialist culture as well as build a well-off society in an all-round way. Community culture as a kind of subculture is the big culture in a small society, with colorful contents, forms from the elementary to the profound, and advanced function. The government in the construction of community culture should act as planners, mentor and coordinator, developers and investors and regulators, advocates and server, propagandist of the construction of the trainers, core values, and cultural market. It is essential for government to do cultural resources research on further developing a sys-tem;Further complete the community cultural system reform;and accelerate community social organizations and community work.
