摘　　要：中国电信两级运营机制和属地化运维体制,使得集团层面缺乏全网的用户信息、价格计划、销售品管理等资料类数据,亟需以数据同步的方式将分散在各省的数据实时同步上传到全国中心,为此中国电信企业信息化的计费域采用数据文件与增量消息相结合的方法,从实施方案设计、业务技术难点、关键性能优化等角度进行了工程实践,较好地实现了"基础数据两级系统同步变化,核心主数据集中管理"的初期目标。The two-tier operation mechanism, and local operation and maintenance convention of China Telecom made the headquarter lack of customer information, price plans, sales management, product data etc. The way was discussed that uploading the data scattered in each province to the headquarter IT center in real time and synchronously. Therefore a method was proposed which combined data files with message increment. Through the implementation of program design, key technology and performance optimization, the initial goal that ＂basic data can be changed simultaneously in the two-tier, management of the core mcta data can be centralized＂ was achieved.
