摘　　要：建设廉洁城市是建设中国特色现代小康城市及和谐社会的必由之路,应置于战略的高度,按照"标本兼治、注重治本、惩防并举、重在建设、旨在落实"的方针,确立社会文明和谐、城市风清气正、法治健全严明、诚信自律规范、市政绿色利民和市民富而不奢的定位,并以学习为先导、以制度为保障、以评监为手段、以文化为载体,进行系统谋划和整体部署,不断提高认知力、增强支持力,加强约束力、强化执行力、提升保障力、丰富感染力。The construction of an incorruptible city is an inevitable road leading to a modern well-off city and harmonious soci-ety with Chinese characteristics, which should be incorporated into the urban development journey with a strategic height. The construction should be done in accordance with the following principles. First, we should stick to the policy which emphasizes the treating of the root causes, pays equal attention to prevention and punishment, stresses the importance of construction, and aims to the practical implementation. Besides, we should establish the orientation which builds a cultivated and harmonious so-ciety, creates a sound city atmosphere, improves the legal system, promotes the virtue of honesty, enhances the facilitation of city authorities, and encourages its rich residents to lead a life with a biological style. Meanwhile, we should have a systematic and comprehensive disposition guided by learning, guaranteed by systems, ensured by evaluation and carried by culture so as to improve the understanding, enhance the supportiveness, strengthen the restriction, ascend the guarantee and enrich infectivity.
