摘 要:近年来我国不断出现的溃坝决堤事件,使得人们对病险水利工程的降等、报废问题愈加重视.国外关于水库降等、报废管理相对成熟,开展了大量退役水库的降等、报废实践,制定了一系列可操作的指南和指导手册.我国相关的技术、标准及配套法规目前仍处于研究之中,水库降等、报废评估标准等核心技术亟待推出.在深入分析我国水库降等、报废管理工作进展缓慢原因的基础上,提出今后我国关于水库降等、报废管理建议.In recent years, the growing dam failure events make the demotion or retirement problems about dangerous reservoirs are in- creasingly valued. At abroad, the demotion and retirement management of reservoirs is relatively mature. A large number of practices about retired reservoirs have carried out. And a series of operational guidelines and instruction manual have formulated. At home, the related technology, standards and supporting regulations are currently under study. So the core technology used to evaluate the demotion and retirement of reservoirs need to be launched. On the basis of in-depth analysis of the cause of the slow progress on retirement man- agement of reservoirs, some suggestions are puts forward for the demotion and retirement management of reservoirs.
