摘　　要：在工业化加快背景下,加快节能减排工作,是解决环境资源问题的有效手段。黑龙江省把节能减排作为调整经济结构,转变增长方式的重要手段。本文对黑龙江省节能减排现状进行研究,提出相应的问题。在此基础上,给出相应机制建议,供有关部门参考。In the background of industrialization, speed up energy - saving emission reduction work, is an effective means to solve the problem of environmental resources. Heilon^iang province to energy - saving emission reduction as the adjustment of economic structure, an important means of changing the growth mode. This paper conducts the research to the Heilongjiang province energy - saving emission reduction situation, putting forward the corresponding problems. Based on this, the paper proposed the corresponding mechanisms, the departments concerned for reference.
