摘  要:我国处于地震多发带,政府面对突发性地震表现出来的应急能力决定了人民群众生命财产的安全系数,因此建设地震灾害应急系统迫在眉睫。本文从地震应急的角度出发,提出地震应急救灾模式,运用面向服务的体系结构,设计出基于政府GIS的地震灾害应急系统的总体框架。研究方法在雅安地震中得到应用,并开发了芦山地震救援系统。该系统汇集多部门数据,实现了影像对比、空间检索、智能分析、辅助决策等功能,及时为政府部门提供信息服务,为各部门协调统一进行抗灾救助提供信息支持。China is in an earthquake-prone area.When the earthquake occurs,the emergency capacity of the government determines the safety of people's lives and properties,so it is imminent to construct an emergency system of earthquake disaster.This paper from the perspective of earthquake emergency,proposed the mode for earthquake emergency response and disaster relief,used the technology based on Service-Oriented Architecture and designed an overall framework for earthquake disaster emergency system based on e-governmental GIS.The research theory had been used in Yaan earthquake and developed Lushan earthquake rescue system.This system collected multisectoral data,realized the functions for image comparison,space retrieval,intelligence analysis and computer-aided decision,provided services for the governmental departments in time and provided information to support the disaster rescue for the coordination of various departments.
