社会融资参与城市公园建设模式探讨

摘　　要：城市公园是改善城市生态环境、实现城市可持续发展的重要内容。然而,建设资金的缺乏已成为目前限制我国城市公园发展的主要问题。文章针对公园的建设资金缺乏问题,对多地城市公园采用社会融资建设进行了实地调查,总结了目前我国社会融资参与城市公园建设的模式为BT模式、BOT模式、政企合作绿化模式、土地置换模式、社会认建模式;并针对这几种建设模式导致的融资市场混乱、过度经营等问题,建议政府积极推进、合理引导社会资金的引进,制定科学的设计规范、严格限制经营项目的开展,并规范融资制度。City parks have an important role in improving the urban ecological environment and realizing the sustainable development.However,the lack of construction funds has become the main problem of hindering the development of city parks at present.As to the shortage of constructing funds,field investigation as conducted in some city parks,where social financing participates in the constructing of city parks.It is summarized that the current applied patterns are Build—Transfer（BT）mode,Build—Operate—Transfer（BOT） mode,Government and Enterprise Cooperation Greening pattern,Land Replacement mode, and Social Construction mode.In order to solve the problems such as financing market chaos and excessive management led by these patterns,some suggestions are proposed that the government actively promote and guide reasonably the social capital introduction,formulate scientific design specifications,restrict the operating of business projects and standardize the financial system.
