国有林区的困境与改革路径——基于中国龙江森工集团的现状

摘　　要：生态环境的恶化促使恢复国有林区森林生态成为国家亟待完成的一项战略任务,而国有林区的困境成为完成任务的重要阻碍。天保工程的实施虽然在一定程度上缓解了龙江森工国有林区的困难,但政企合一的体制问题、森林资源枯竭问题、国有林区民生问题并没有解决。通过生态移民释放国有林区对森林资源的经济压力,瓦解龙江森工基层社会管理与服务机构生存的基础,逐渐将中、高层社会管理与服务机构剥离,最后分离龙江森工的森林监管与经营管理职能,构建国有林区生态环境建设的有效机制。Deterioration of the ecological environment has prompted that the state-owned forest ecological restora-tion become a national urgent strategic task to complete, and the plight of state-owned forest has become an impor-tant obstacle to complete the task. Although the natural forest protection project alleviates the difficulties of state-owned forest in Heilongjiang Forest Industry, but the unity of government and enterprise system, depletion of for-est resources, state-owned forest livelihood issues are not resolved. By implementing the state-owned forest eco-logical migration to release economic pressure on the forest resources, to collapse the foundation of HeilongjiangForest Industry grass-roots social management and service organizations, gradually, and revoke the senior manage-ment and social service agencies peel, and finally separating Longjiang forest industry forest supervision and othermanagement functions, to build an effective mechanism for state-owned forest ecological environment construc-tion.
