欧盟新木材法案出台原因与本质属性

摘　　要：从不同角度系统分析了欧盟新木材法案的出台原因,认为法案的出台虽然在主观名义上是为了抑制世界范围的非法砍伐活动,但是客观上与保护欧盟的木材产业、提高发达国家对木材原料资源的控制力以及保护欧盟的整体经济利益等密切相关,从本质属性上看欧盟新木材法案是一项技术性贸易措施。因此在应对欧盟新木材法案时必须十分重视其作为技术性贸易措施对我国木材产业发展可能带来的各种不利影响。The cause of the new EU Timber Regulation are analyzed from different angles in this paper. The EU Timber Regulation would like to restrain the illegal logging activities, subjectivly. However, it is strongly linked to protecting the EU timber industry and improving the control of the developed countries on the wood material re sources and protecting the overall economic benefit of EU and so on. The new EU timber Regulation is a techni cal trade measure in the essential attribute. Therefore, When dealing with the new EU Timber Regulation, we must attach great importance to the adverse effects caused by the abovementioned technical trade measure to the development of China＇ s timber industry.
