摘　　要：近年来,随着我国工业化、城市化的进程加快,农村土地被大量征用,催生出了一个数量庞大的失地农民群体。大多数失地农民的社会保障引起社会各界的高度关注。研究表明,湖南省失地农民社会保障还存在社会保障制度尚不健全、再就业困难、城市生活融入差等问题。针对这些问题,笔者提出征地补偿市场化、强化社会保障、对失地农民有针对性地培训,促进失地农民再就业、鼓励农民创业等加强和改善失地农民社会保障的对策与建议。With our industrialization and urbanization advancing swiftly in recent years ,the land demands increase dramatically ,which produces a huge number of land - lost peasants .The general public pays more and more attention to the land - lost peasants , for many of them are becoming a new vulnerable group of society .The article is written under the investigation of 5 villages by a valid questionnaires and depth interviews which present the basic information of social security problem of land - lost peasants in Hunan Province .The article focuses on analyzing the problems of social security system of land - lost peasants in Changsha ,including the ambiguous body of landownership , and the difficulties in reemployment of land - lost peasants , etc . In order to reinforce and improve the social security system of land - lost peasants ,the article aims to offer some countermeasures and suggestions , such as controlling the scope and procedure of land expropriation strictly , compensation for expropriating the land by market - oriented ,offering variety contents of social security ,providing skill training for land - lost peasants , and establishing green employment channel for land - lost peasants .
