摘 要:本文首先基于创新资源配置效率的现有研究成果,构建高技术产业区域创新资源效率评价指标体系与模型。然后结合统计年鉴上公布的数据,运用DEA方法,从效率、有效性、规模收益及投影分析4个方面,对我国29个省市自治区高技术产业创新活动进行了评价与分析。结果表明,我国高技术企业区域创新综合效率偏低,纯技术效率是导致创新综合效率偏低的主要因素;部分区域呈规模报酬递增态势,R&D经费和新产品开发经费投入过少是企业规模效率偏低的主要原因。最后提出创新资源配置效率改进的相应政策建议。Based on the existing research about innovation efficiency, the author builds regional innovation system and model of high - tech industry. Then combined with the statistical data and the DEA method, China's 29 regions of the high - tech industry innovation activities were evaluated and analyzed from the view of efficiency, effectiveness, and returns to scale. The results show that the integrated regional innovational efficiency of high- tech industry is low, and pure technical efficiency is a major factor of resulting in low efficiency; in some areas the trend was increasing returns to scale, the reasons is that R & D funding and new product development funding is too lit- fie. Finally, appropriate policy recommendations are proposed to improve the efficiency.
