中国能源结构生态化的演化轨迹研究——基于2002～2011年的面板数据

摘　　要：中国能源经济发展与生态文明建设的和谐共进，是我国能源结构优化的基本方向与目标。文章提出界定了“生态化能源结构”概念，并基于生态经济实践性、空间性和效率性特征，从自然、经济和社会3个维度，建立生态化能源结构评价模型，计算分析了2002—2011年我国的能源结构演化轨迹，认为当前我国能源结构虽缓慢趋于生态化，但生态经济建设仍滞后于能源经济整体发展，尚未达到和谐均衡状态。鉴于此，文章提出了制定国家层面的生态型能源发展规划、增加清洁能源在能源供应和消费中的比重以及建立国家、能源产业和企业三方协调机制等促进我国能源结构生态化的对策和建议。The harmony growth between energy economic development of China and construction of ecological civilization, is basic direction and goal of energy structure optimization in China. This paper proposes a definition of ＂ecological energy structure＂, and based on the requirements of ecolngical practicality, space and efficiency, puts forwant three dimensions which are natural, economic and so- cial, establishs an evaluation model of ecological energy structure, and then calculates and analyzes the evolution of energy structure from 2002 to 2011. It is found that the current degree of China＇s energy structure is tends to ecological slowly, but the ecological and economic are lagging behind in the need of energy economy development, it does not reached the status of harmonious equilibrium. Based on this, the paper presents the development of national - level strategies and recommendations ecological energy development plan, increasing the proportion of clean energy in energy supply and consumption, and the establishment of national, energy industry and enterprise tripartite coordination mechanism to promote ecology of China＇s energy structure.
