新时期农村综合改革的制度分析——以成都国家改革实验区为例

摘　　要：农村综合改革是新时期推进社会主义新农村建设,加快城乡统筹发展的又一重大战略决策。当前,关于农村综合改革的系统性研究不足,尚未提出一个清晰的制度分析框架,难以形成科学的研究范式和理论体系,也难以揭示当前农村综合改革的整体面貌和具体问题的实质。该文提出一个涉及九项农村制度改革的制度分析框架,分三个层面进行阐述,提出改革的次序及价值取向,并以成都实验区为例加以分析,最后提出:户籍制度、土地制度和农业经营制度是当前和未来改革方向,理论研究要从制度体系的整体出发。The rural comprehensive reform is an important strategic decision to promote the building of new socialist countryside and to balance rural and urban development. This paper puts forward an analytical framework consisting of nine rural system reforms, which elaborates from three aspects, then points out the order of reform and value orientation by taking Chengdu testing areas as a case and concludes that the household registration system, land system and agricultural management system are key targets of present and future reforms, and that the theoretical research starts from the study of overall system.
