涉农企业介入、地方政府引导对农户种植决策的影响研究——以甘肃省民乐县马铃薯种植为例

摘　　要：构建农户的种植决策如何受到市场、企业合约以及政府政策影响的理论分析框架,以甘肃省民乐县马铃薯产业发展为例,实证农户马铃薯种植决策如何受到涉农企业介入以及地方政府引导的影响。研究发现涉农企业介入对当地农业市场的完善显著正向影响了农户选择种植马铃薯的决策,但是以市场联接为主的松散合作模式对农户马铃薯种植决策并没有起到积极的推动作用,而地方政府在对主导产业的推广及相应政策支持在涉农企业与农户的紧密合作中发挥了重要的作用。This paper, taking as an example the development of potato planting muustry Gansu province, demonstrated with real evidence how potato planting farmers were influenced by the intervention of agricultufe-related enterprises and guidance of local government, and constructed a theoretical analytical framework of how the planting decisions of agriculture-related enterprises are influenced by market, contracts and government policies. The results indicate that the improvement of local market brought by agriculture-related enterprises significantly affected the farmers＇ decisions on potatoes planting. Nevertheless, the marketcentered loose cooperation mode did not play a positive role. The promotion function and appropriate support policy from local government played an important role in connecting the agriculture-related enterprises and farmers closely.
