摘　　要：聚众案件是基层社会矛盾和冲突的集中体现,州县衙门既是国家对地方社会实行控制的中心,也是基层民众和官府交涉互动的场所。通过考察州县官治理策略与聚众案件之间的互动关系,探寻清代官府针对聚众案件的预防、治理和控制机制,从中思考清代基层政权社会控制机制的有效性和有限性。Group Events reflect the contradictions and conflicts of Grassroots society .The county government is such a place , in which the state controls local communities;grassroots society and the official compete with each other .This article observes the inter-action between cases and Grassroots government control strategy, focuses on the official prevention, governance and control mecha-nisms for the group events, explores effectiveness and limited of local government social control mechanisms in the Qing Dynasty .
