摘　　要：全面解析了公私合作项目物有所值评估(VfM)实践,包括评估流程、执行时间、公共部门比较值、贴现率选择、风险计量等多方面,以澳大利亚、英国、加拿大、美国为案例进行了横向比较研究。首次对物有所值评估所包含的项目回报、社会福利、外部性、风险转移四项假设进行了定量和定性分析。研究结果显示VfM评估在综合评测PPP项目可行性上存在不足。提出了设计我国PPP项目决策体系的启示和发展策略。This paper outlined the Value for Money （VFM） assessment practices in four areas including the United King- dom, Australia, Canada, and the United States. The research focused on the comparison of procedure, PSC, discount rate, risk management issues. In addition, four assumptions： revenues, benefits, externality, and risk transfer in the VFM analy- sis were critically analyzed. It highlights the pitfalls in the assessment of PPP viability and points out the implication and strategy of designing a domestic PPP project decision system.
