摘　　要：衡阳市的城镇化水平已达到一定水平,并且呈现出了自己的特点。如何建设小而美的"田园小镇",要克服农业生产经营自身条件受限、信贷需求培育体系尚不健全、农村金融产品服务创新不足、支农惠农政策联动效应不佳等方面的不足,从加大基础设施、保障体系建设投入,加紧农村立体金融服务体系建设,加速农村金融产品、服务模式创新,加强金融、产业、财政政策资源联动,加快农村金融生态环境建设步伐等方面入手,寻找出新型城镇化建设的路径。The urbanization of Hengyang city has reached a certain level and presented its own features. How to build little but beautiful ＂pastoral towns ＂9 We should overcome some insufficient issues, such as our own condition in agricultural production operation is limited, the cultivating mechanism of the credit needs is not sound, the service innovation for the rural financial products is insufficient and the connected effect of supporting and benefiting agriculture policy is poor. We should increase the investment in construction of infrastructure and guarantee system, intensify the construction of three-dimensional rural financial service system, accelerate the innovation of rural financial products and service mode, strengthen the resources connections of financial and industrial policies and accelerate the construction pace of rural financial ecological environment and find the path of the new-type urbanization construction.
