国内外促进开发区发展的政策研究综述及启示

摘　　要：开发区作为区域创新引领和经济发展的引擎,对促进经济发展和创新能力提升发挥了很好的带动作用。但随着国家政策调整,开发区的政策优势正在逐步丧失,而与此同时,开发区产业结构趋同、日益激烈的招商恶性竞争及创新能力偏弱等问题也逐步暴露出来,构建促进开发区健康发展的新的政策体系已迫在眉睫。文章在对国内外促进开发区发展政策进行综述的基础上,提出促进开发区健康发展的政策建议,以期为开发区发展提供借鉴。Development zone as a engine for regional innovation and economic development plays a very important leading role in promoting them. However,development zone lost its policy advantage with the national adjustment. Meanwhile,the problems such as industrial structure convergence,intensifying investment vicious competition and innovation ability weak also gradually exposed. It＇s imminent to build a new system to promote the healthy development of it. The paper puts forward the suggestion for policy to promote the healthy development of the zone on the basis of reviewing the domestic and international policies to promote the development of the development zone in order to provide reference for it.
