摘　　要：2012年,隆回县乡镇农业技术推广机构改革完成后,农业新技术推广中仍然存在管理体制不健全、推广体系不完善、经费困难、基地缺乏、人才队伍素质不高等问题。针对以上的问题,从隆回县实际情况出发,提出了强化乡村农技推广体系的公益性职能、科学核定人员编制、依法增加财政投入、建立具有地域产业特色的试验示范基地以及提高推广人员素质等对策。The reform of agricultural technology extending organization in Longhui county had been finished in 2012, but there were some problems still existed in extending of new agricultural technology, such as imperfect management system and extending system, difficulty in finance, lack of base, and low quality of team member. According to the problems and the local situations of Longhni County, some countermeasures were put forward, including strengthening the public function of the rural agricultural technology extending system, authorizing staff scientifically, increasing financial input by the law, establishing experimental and demonstrating base with regional industrial characters, and improving the quality of extending members.
