公共文化服务公民参与的价值及实现路径——基于浙江景宁实践的启示

摘　　要：公民参与乃公共文化服务体系建设的重要议题,它不仅是公共文化本质属性的内在要求、实现公共文化服务科学民主化的重要途径,也是应对公共文化职能部门"失灵"的有效手段。浙江景宁在公共文化服务中不断探索公民参与机制的创新,充分发挥了群众在公共文化服务中的主体地位。景宁实践的启示是:要实现公共文化服务公民的有效参与,需要拓展公民参与的形式、加强公民参与的制度建设、完善政府的民意回应机制。Citizen participation is an important issue of the public cultural service system construction. It is not only an inherent requirement of the essential attributes of the public culture and an important means to realize scientific democratization of public cultural service,but also an effective means for tackling the malfunction of governmental departments for public cultural service. Jingning County of Zhejiang province unceasingly explores the inovative means for involving citizens in public cultural service and attemps to bring the dominant role of citizens into full play. Based on the practice in Jingning,the author contends that to effectively involve citizens into public cultural service,it is necessary to to broaden the forms of citizen participation,intensify the system construction for citizen participation and perfect governmental mechanism for responding to public opinions.
