摘　　要："卓越计划"作为《国家中长期教育改革和发展规划纲要(2010-2020年)》和《国家中长期人才发展规划纲要(2010-2020年)》的一项重大改革项目,必将引领高校全面和深层次的改革与发展。构建一种基于"卓越计划"的"1214"应用型创新人才培养新模式。在人才培养过程中强调"一个目标、二个计划、三个模块、四个重点"的"1234"思路;在人才培养方案中强调,企业专家全面参与人才培养过程;专业按照通用标准、行业标准培养一线工程技术人才;注重培养学生的工程技术能力和创新应用能力。As a major reform project of the ＂ national long -term reform and development plan （2010 - 2020）＂ and ＂Long- term talent development program （2010 -2020）＂, ＂Excellent engineering education and training programs＂ （ referred to as ＂Excellence program＂ ） will surely lead the general and deep - level reform and development of college, it proposes a new ＂1214＂ innovation and applied personnel training model, empha- sizes the ＂ 1214＂ thoughts of ＂one goal, two plans, three modules, and four key＂ in the training process, and it is reflected that industries and enterprises deeply involves in the training process, and schools trains project per- sonnel according to common standards and industry standard, and it regards strengthening engineering and inno- vation ability of students as the characteristic etc.
