江苏省环保专项资金绩效评价指标体系思考

摘　　要：江苏省环保专项资金绩效评价指标体系框架主要围绕资金使用、项目管理、环保效益三个方面展开。文中针对江苏省环保专项资金绩效评价指标体系的现状,分析了目前正在使用的绩效评价指标体系中存在的问题,提出构建科学的环保专项资金绩效评价指标体系的措施。建议根据不同的项目类别分别设计绩效评价个性指标,最终构建的指标体系既包括共性指标,又涵盖了个性指标,将环保专项资金绩效评价指标体系框架的统一性和具体指标的灵活性有机结合起来。The performance evaluation index system of expenditure used in environmental protection project focuses on compli- ance, environmental benefit and utilization efficiency of the funds of Jiangsu Province. It makes a systematic elaboration on the sig- nificance of establishing an evaluation system, and the clears up the main content and it thinking way. The index system consists of general index which is determined by department of finance, and character index according to different projects. The entire index system appears to be unified in index system and flexible in detailed index.
