摘  要:由于水资源系统存在着一定的不确定性和模糊性,因此将直觉模糊集理论应用到流域初始水权分配群决策中非常必要。基于直觉模糊集理论,给出了直觉模糊信息的集结算子,并引入了区间直觉模糊数的得分函数和精确函数以及Einstein运算法则,在此基础上提出了I-IIFEOWA算子并分析了算子的相关性质,进而提出了基于该算子的多属性群决策方法。对漳河流域初始水权配置群决策问题的分析结果表明,该方法具有合理性、有效性。Because of the uncertainty and fuzziness of water resources system, it is important to apply intuitive fuzzy set theory to group decision making of initial water rights allocation in basin. Based on intuitive fuzzy set theory, some aggregation operators are investigated. Besides, score function and accuracy function of interval-valued fuzzy values along with Einstein operations are introduced. On the basis of the above research, we develop I-IIFEOWA aggregation operator and analyze some of its related properties. And then, operator is proposed. Finally, the approach is utilized proved to be reasonable and effective. an approach of multi-attributed group decision making using this in group decision making problem of Zhanghe river basin, which is
