中、俄2015年前公共体育设施建设规划研究

摘　　要：通过文献资料、专家访谈等方法对中俄两国公共体育设施建设规划内容进行分析。俄罗斯体育设施建设规划内容丰富、措施具体,细则缜密、操作性强,保障有效、监督给力。相比之下,中国体育设施建设规划在具体的建设项目清单、资金保障数额、领导执行主体、政策监督和效果评价等内容上尚有欠缺。应借鉴俄罗斯经验,国家层面统筹公共体育设施建设,加强建设前期调研,笃实具体年度投资规模与主体、具体建设清单、具体的各方权责、具体的实施与监督评价机制。Through the methods of literature,expert interview,the researched is conducted on public sports facilities planning of Russia and China. The Russian sports facilities planning is rich in content,specific in measures,meticulous in rules and with strong operability,ensuring the effective supervision. It is awesome compared with that of China,where insufficiency exists in projects list,funding amount,executive body as well as the policy supervision and evaluation and so on. Therefore,it is necessary to learn from Russian experience in term of construction of national-leveled public sports facilities and construction with prophase survey,sincere and specific annual investment concrete,specific responsibilities,the list of specific implementation and monitoring and evaluation mechanism.
