基尼系数对中国政治稳定评测失效分析——兼论基尼系数与政治稳定的逻辑关系

摘　　要：基尼系数与政治稳定存在着复杂的互动关系,政治稳定=政治系统的民意消化力×民主监督制度的完善/基尼系数×国家的维稳成本×政治文化传统×改革的边际效用。基尼系数对我国政治稳定的评测之所以会失效,是因为政治系统民意消化力的提升、民主监督制度的完善、国家维稳成本的提高、传统政治文化的影响、较高的改革边际效用部分地消解了基尼系数提高对我国政治稳定的负面影响。但当前我国政治稳定的实质是临界的动态稳定,伴随着基尼系数的提高,影响政治稳定的因素存在着负向变动的趋势。传统政治文化影响和改革边际效用的自然下降且不可逆性,国家维稳成本的高昂代价,要求我们通过完善社会保障体系、健全民主监督制度、提高政治系统的民意消化力来实现降低基尼系数、建立维护政治稳定的长效机制。There is complex interaction relation between gini coefficient and political stability. Political stability =( the public opinion digestion of political system ×improvement of the system of democracy supervision)/ gini coefficient × the cost of maintaining stability ×the tradition of political culture ×marginal utility of reform. The reason that gini coefficient fail in reviewing China's political stability is that the ascension of the public opinion digestion for political system, the perfection of the system of democracy supervision, the rising cost of maintaining stability, the influence of traditional political culture and the higher marginal utility of reform dispel the negative effects of gini coefficient on political stability partly. But currently the essence of our political stability is the critical and dynamic stability. Accompanying with the increase of the gini coefficient,the factors that affect political stability represent the negative change trend. The decline of the influence of traditional political culture and marginal utility of reform is nature and irreversible. The cost of maintaining stability is also high. Based on the facts,we should perfect the social security system,the system of democracy supervision,the public opinion digestion of political system to reduce the gini coefficient and maintain political stability.
