摘  要:以1993年至2012年我国国家层面的科普政策作为样本,对政策文本进行定量化研究,我国科普政策已完成"从服务经济建设到努力提高公民科学素质、服务国家科普能力建设"的目标转变,政策制定主体由"单兵作战"向"多元协作"的转变。科普政策力度及数量呈现出"突变式"的发展趋势。科普政策手段运用比例失衡。Our country has attached great importance to the development of popular science in recent years. CPC definitely stated in the 18th session of the National People's Congress Report that we should consolidate the powerful national construction of socialist culture, comprehensively improve the quality of the citizens, rich people's spiritual and cultural life, popularize scientific knowledge and promote its spirit to improve all people's scientific literacy. Under the national vigorous promoting and advocating, our popular science career has presented prosperity. However, theoretical study of popular science still lags behind in China. It is difficult to accommodate the development of popular science work in the new period. To better promote popular science career towards a new stage in our country, the research has profoundly conducted the quantitative study of policy text based on national level science policy as samples to make scientific theory better guide the science practice. Preliminary study shows that our country science policy has completed the goal of transformation from servicing economic construction to improving citizen science quality and servicing national scientific capacity construction. Principal body of policy formulation has varied from the normal to multiple collaborations. Science policy efforts and quantity presents a developing waving trend. It is unbalanced on the wielding proportion of the means of popular science policy.
