藏南谷地流域的生态经济开发模式研究

摘　　要：加强主体功能区建设,是西藏当前实施国土空间有序开发,解决空间结构不合理、资源开发利用率低、区域发展不协调和保护生态环境的重要举措。研究认为,作为重点开发区的藏南谷地流域应借鉴国外典型流域综合开发的先进经验,采用生态经济发展导向型开发模式,科学利用水资源、转变土地利用方式、强化国土空间布局、加强生态建设,促进经济形态从"以生态为基底的经济"向"以生态为目的的经济"转变,实现该区域土地资源集约利用,提升区域经济的核心竞争力。Strengthening construction of main functional regions matters significantly in order exploitation land space, environmental protection and ameliorating irrational spatial structure, low resource utilization and discordant regional development. The experience of integrating development of foreign typical valley should be borrowed to apply to South-Tibet river basin, an important developing zone. An ecological e- conomic development oriented pattern should be introduced,which includes scientific utilization of water resource,transmission of ways exploiting land,optimization of distribution of land resource and reinforce of ecological construction, in order to precipitate the transition from exhausting ecological environment to pursuit of ecological environment,achieve an intensive exploitation of land resource and impro＇ve the core competence of regional economic.
